The Karnataka Panchayath Raj Bill, 1993 seeks to replace the Karnataka Zill Parisath's, Taluk Panchayath samithi's, Mandala Panchayath's and Nyaya Panchayath's Act 1983 Consequent upon the changes proposed in the 73rd Constitution(Amendment)Bill,1991.


The Bill is to establish a three tier Panchayat Raj system in the state with the elected bodies of grama,taluk and district level for greater participation of people and more effective implementation of rural development programmes in the state.


Grama Panchayat is the first tier of Panchayat Raj institution which comprises of a village or group of villages. The Grama Panchayat consist of such number of elected members as may be notified from time to time by the state election commission at the rate of one member for every 400 population or part their of the Panchayat area. Number of seats reserved for SC and ST is in proportion to population of SC and ST, however at least one seat each is reserved in Grama Panchayat for person belonging to SC, ST. as nearly as may be 1/3rd of the total seats of the Grama Panchayat is reserved for the person belonging to the backward classes. Minimum 50% of seats is reserved for women. Every Grama Panchayat has a president and vice president which are chosen by elected members of Grama Panchayat from amongst themselves as per the provision of section 45 of Karnataka Panchayat Raj Act,1993. Section 49 of Karnataka Panchayat Raj Act, 1993 provides for motion of no confidence against the president or vice president of the Grama Panchayat. The corum for a meeting for Grama Panchayat is 50% of the total number of members. Grama Panchayat performs all the functions provided in section 58 of Karnataka Panchayat Raj Act, 1993.Elected bodies are Grama, Taluk and District level. There are 98 GP in the district.


Gadag Zilla Panchayat is an elected body :

  1. The elected members as determined under Section 160
  2. The members of the House of People and the members of the State Legislative Assembly representing a part or whole of the district whose constituencies lie within the district
  3. The members of the Council of State and the members of the State Legislative Council who are registered as electors within the district.
  4. The Adyakshas of Taluk Panchayats in the district.



The Adhyaksha shall be the executive head of the Zilla Panchayat and shall

  1. Convene, preside at and conduct meetings of the Zilla Panchayath
  2. Discharge all duties imposed and exercise all the powers conferred on him by or under this Act of perform such functions entrusted to him by the Government from time to time
  3. Exercise overall supervision over the financial and executive administration of the Zilla Panchayath and place before the Zilla Panchayath all questions connected therewith which shall appear to him to require his orders and for this purpose may call for records of the Zilla Panchayath and
Have power to accord sanction up to a total sum of rupees one lakh in a year for the purpose of providing immediate relief to those who are affected by natural calamities in the district. 


The Upadhyaksha of the Zilla Panchayath shall

  1. exercise the powers and perform the functions of the Adhyaksha when he is absent on leave or incapacitated from functioning or when the office of Adhyaksha is vacant and
  2. in the absence of the Adhyaksha or when the office of the Adhyaksha is vacant, preside over the meeting of the Zilla Panchayath.

Functions of Zilla Panchayath

  1. Zilla Panchayath shall perform the functions specified in Schedule III:
    Provided that where the State Government or Central Government provide funds for the performance of any function specified in Schedule III, the Zilla Panchayath shall perform such functions in accordance with the guidelines or norms laid down for performance of such function

  2. Not withstanding anything contained in sub-section (1) or schedule III, it shall be obligatory on the part of the Zilla Panchayath so far as the Zilla Panchayat fund at its disposal will allow, to make reasonable provisions within the area under its jurisdiction, in respect of the following matters, namely:
  • establishment of health centers including maternity centers so as to cover the entire population within five years, as per the norms laid down by the Government
  • construction of underground water recharge structures to ensure availability of water in the drinking water levels
  • prevention of drilling of irrigation bore wells in the vicinity of drinking water wells to ensure adequate drinking water, specially in lean season
  • drawing up a plan for social forestry development in each taluk and spending not less than such percentage of the District Plan allocation every year as may be specified by the Government from time to time.

The Government appoints the Chief Executive Officer to carry out administration of Zilla Panchayath and also appoints Chief Accounts Officer, Chief Planning Officer and one or more Deputy Secretaries who work directly under the Chief Executive Officer and assist him, at Taluka Level Executive officers help CEO in implementing Taluk Level Programmes.
